For me, latencies below 9 ms are fine. With my setup, I drive stably under 5 ms. RME was a bit more expensive, but it works without any problems....
I use RME Babyface. You can create the latencies you want with it. However, if you don't need the excellent micro inputs, the part may be oversized.
I tested guitar, bass, trumpet and piano as inputs. I cannot confirm the deviation you mentioned.

Why do you want to be able to call up presets directly? What is the use case? You may be able to achieve your goal with today's possibilities.
