I think it might just be a setting but when using sratch contol records my BPM's are all over the place. Is there a way to make them where they are not so sensitive. I don't have this issue in internal mode. Any help would be appreciated.

What do you mean by all over the place?

For example a RNB song having a BPM of around 200?

For example if I have a BPM of 118.05 on TSP the BPM would only eratically fluxuate the "5" which is to be expected. But now on TSP2 the BPM fluxuates eratically on the "8.05" where the .05 is actually unreadable and the 8 is dancing around between 7-9. I know it is not my turntables cause I can imediatelly switch to Tractor Scratch Pro when I see this occuring and only the "5" is fluttering. I am not sure if it doesn't like the timecode and wants a newer record. Even though the records are pretty much new they are timecodes from "Tractor Scratch" which predates Traktor Scratch Pro.

Change your deck heading to "Stable BPM"
