I want to download and install Serato Sample on the M+, but not sure how. The trial of Serato Sample does not allow me to specify a specific download location, so I'm wondering how 3rd party VST's are generally installed on the M+

You can't. Only the software-dependent Maschines support 3rd party plugins. And side note-- Serato Sample is dope

It's not supported yet it's mentioned on the manual, I agree that this is confusing and missleading.

That shows a general overview of what kind of plugins exist.

When looking below the part you show here it shows that only internal plugins and certain Native Instruments plugins are available:

So there is no claim that third party plugins are supported. I will however pass it on to the team that write the manuals and let them know this is not clear for everyone

Plugin has to be ported to the flavor of Linux NI is using. Which I doubt 3rd party would ever be a thing at least for the first gen Maschine plus. In theory it could support any VST since it's an x86 processor, but it's so low powered that it would be hard running more than 1 or 2. Although it seems to do ok with Massive Raum and few others. I'm guessing the plugin arch is a little different too on the Maschine plus, because it seems it share the plugin instance or something. Since adding multiple Massive plugins doesn't double the CPU usage. I'm not sure if modern DAW's do anything like that currently, but from what I remember adding multiple versions of a VST in a DAW the CPU will go up a specific amount for each plugin.

All this being said, the Maschine plus has to get an auto sampler. It's incredibly nerfed right now. 3rd party vst support is less of an issue with auto sampler like the MPC. Plus you could sample a Massive patch directly on the Maschine plus also.

Yeah, i get that as an experienced user but for someone new it could be a bit clearer, thanks for passing along the info, there's more stuff like in parts of the manual, at the top of my head:
