how to create this effect

    So at 5:15 to 5:25 there is is the kinda sweeping white noise slow down effect. I am pretty sure i have heard other DJ use this. Is this an effect or just a sample? If effect which one would yield that sound?

    despite the fact that i completely despise this kind of music, i listened to it and i'm pretty sure it's white noise that is gated.
