Does anyone know how to make instruments from sample packages/custom made that are not support by the notation program sibelius 5 compatible? If there is a way to edit them or something along those lines so that sibelius will load them? I would much appreciate any assistance.

Honestly, I don't know the answer to that for sure, I was thinking about the same thing , but untill now I was to busy to get my copy of Kontakt 3 working.
I only managed to do this today, or should I say, it was my wife who did...
One thing that I am planning to do is to copy the kontakt.dll to the VST folder in Sibelius.
When I try to get effects in Sibelius, I can't find anything, so I suspect it has to be in that folder, so you would have to put it there first, and the same would be the case with the things you want.
    Wether this works?
There is a small risk involved: I tried something of an adventurous kind before, and after that Sibelius had some real
    problem with getting restarted.
So: don't listen to me , but wait for an advise from better informed people than I am, but when you try and succeed, please let me know!
