This happens to me quite a bit as well. Sometimes it won't let me move the notes at all and then all of a sudden it will go flying across the screen. Also sometimes I'm not able to move the velocity sliders.

I change the grid to "no grid" and it works fine

As de wouzer suggests, the Grid setting will have a significant effect on moving notes with a mouse. You may, for example, have your Grid set to 1 bar, so the notes will only move in 1 bar increments. Though if it is not this and is actually a "bug" of some description you're experiencing, I haven't come across that.

The other thing I and others have noticed before is how wildly the piano roll screen will scroll to the left or right when trying to drag notes a longer distance than just a few beats (or any distance that is off screen). That's a bit annoying. Though it's better to get used to doing all this with the hardware because, apart from note lengths (annoting), you can do all this with the hardware. ;)

Using the proper grid is the key to dragging with the mouse.
It will also affect you pasting.
