know that i'm using Maschine more intensively i start to discover the big lacks it has

no, because the other plugins i use don't have latency. but i don't use a lot of external plugins.

 

i once bought Pitch Soundshifter from Waves and it had a latency of +/- 6400 samples. i couldn't use it at al.
Now i'm interested in WavesTune and i saw it had a latency of +/- 3200 samples.
Will i be able to use it properly?

Im betting it won't even be considered as a feature for the forseeable future because it is a feature for mixing and not for live usage....
But then again, i really wouldn't mind to have this feature so i could use more advanced plugins in maschine.

 

This is not only a feature for mixing, it is also beneficial when you like to use all soudtoys plugins or many others.
There are plugins which have a few samples latency which is low enough for live usage, but if you combine them with tracks which do not have any latency you will get phase issue, or even an untight timing
