Special application: Analysis and Inversion

Maybe someone has a clue: I'd like to FFT-analyse a wave file in order to get the magnitude values of the various frequency bands (possibly with accumulated values: giving the overall frequency imprint of the whole file in one averaged curve). In a second step I would like to A: filter a separate sound file with that very same magnitude pattern, or B: filter the separate sound file with the same magnitude pattern, but inverted.

Would Spektral Delay or rather Vokator be the app to do it?

Does Spektral Delay have a plugin interface or something similar where I can define frequency settings at al by inputting a numerical text file or the like?
