Windows Sounds Lagging Through Mobilepre

Alright, I recently purchase an M-audio Mobilepre. I've got 2 monitors hooked up to it, and have the latest drivers. I've got it plugged into my front USB port on my PC. Excellent PC, excellent processor so I know that won't cause the issue I'm having. The sound works just fine without the preamp.

The problem is, my windows sounds (xp), such as when you open the volume panel and click the volume button, or when you open my computer and navigate through your folders (you get that little clicking sound) it's taking about half a second to play. I click...wait...then hear the sound through the speakers. Why is this and how do I fix it? I don't have any latency problems when using Guitar Rig, or watching videos, etc... It really isn't that big of a deal, it's just annoying the crap out of me.
