New Problem with Keyboard mapping <CTRL><SHIFT>+0

    While building an all new Modular keyboard map from scratch. I discovered that it is not possible to use <CTRL>-<SHIFT>+0 (zero) as a keyboard mapping at least on a windows PC, in this case a Lenovo Flex 15 laptop running the Win 10 latest release build. Tested with both the internal and an external keyboard. Tested against several different functions. When pressing the keyboard sequence only CTRL and Shift are recognized on the press and the 0 (zero) is not registered until the zero key is released overwriting the CTRL SHIFT.
